TSC New Grading System For Primary Teachers & Salaries. After teachers’ unions and the Teachers Service Commission (TSC) signed the Collective Bargaining Agreement (CBA) for 2017–2025, the TSC in Kenya updated the grading scheme for elementary and secondary school teachers.

The grading system for primary school teachers advances through multiple stages, each with distinct requirements and duties:
1. Primary Teacher II (T – Scale 5):
This serves as the entry point for newly employed teachers in primary schools, classified under Grade B5.
2. Primary Teacher I (T – Scale 6):
This is a promotional level that requires three years of service, automatically placing qualified teachers under Grade C1, where Secondary Teacher II and Lecturer III are positioned.
3. Senior Teacher II (T – Scale 7):
This tier serves as an entry point into the administrative cadre and is competitive, depending on vacancy availability. Qualification for this grade necessitates a minimum three-year service period as Primary Teacher I.
Those promoted are positioned under Grade C2, which includes roles like Secondary Educator II, Senior Educator II, and Special Need Education Educator (primary schools).
4. Senior Teacher I (T – Scale 8):
This is a promotional level for institutional administrators, achieved through competitive selection and subject to vacancy availability.
Eligibility requires a minimum three-year tenure as Senior Teacher II, placing successful candidates under Grade C3, which accommodates roles like Secondary Educator I, Lecture I, Special Need Education Teacher I (primary schools), and Special Need Education Educator II (secondary schools).
5. Deputy Headteacher II (T – Scale 9) and Deputy Headteacher I (T – Scale 10):
These grades function as promotional levels for institutional administrators and each requires a three-year tenure at the previous grade, with the latter demanding additional knowledge in curriculum development and policy implementation.
Successful candidates find placement under Grades C4 and C5, encompassing roles like Senior Master, Special Need Education Senior Teacher, and Curriculum Support Officer, among others.

6. Headteacher (T – Scale 10) and Senior Headteacher (T – Scale 11):
These roles are at the top of the hierarchy. The Headteacher is responsible for leading school planning, budgeting, and supervision, requiring a three-year service as Deputy Head Teacher II. The Senior Headteacher, acting as the chief accounting officer and lead educator, demands a three-year tenure as a Headteacher. These roles are positioned in Grades C5 and D1, respectively, and encompass positions such as Deputy Principal, Senior Master, Senior Lecturer, and Curriculum Support Officer.
