The Teachers Service Commission has directed regional and county directors to immediately begin redistributing teachers across the country to address persistent staffing imbalances that have left some schools overwhelmed while others operate with excess staff.
In a memo dated April 24 the Commission instructed officials to ensure that no primary school remains understaffed where another school within the same area has adequate or surplus staffing. The directive covers both primary and secondary schools with a clear emphasis on urgency.
TSC acknowledged in the memo that notable disparities have continued to exist across institutions with some schools operating below approved staffing norms while others have more teachers than required.
The Commission described the situation as untenable and said an immediate staff balancing exercise was necessary across all areas of jurisdiction.
Junior School Transfers
For junior schools the redistribution will focus specifically on resolving imbalances related to subject combinations. In senior schools the deployment will target both subject-specific shortages and overall staffing deficits to ensure curriculum demands are fully met at every institution.
Regional and county education officials have been urged to act quickly and ensure the smooth implementation of the plan. TSC said the initiative is expected to resolve long-standing disparities that have contributed to unequal educational outcomes across different parts of the country.
The directive arrives at a tense moment in the education sector. Teachers have been engaged in strike action that disrupted the reopening of schools at the start of the second term. Among the grievances raised by educators are staffing shortages that have left many teachers handling workloads beyond their capacity leading to widespread burnout.
The redistribution plan is therefore being seen as a direct response to those complaints even though the underlying issues around remuneration and working conditions remain unresolved.
