TSC Hardship Areas Scrapped. According to Moses Kuria, cabinet secretary for public service, performance, and delivery management, the government will reassess its list of hardship zones within the next three months.
On Wednesday, Kuria informed the Senate that his ministry would be updating the classification. This will be done to include areas that have not been designated as hardship areas. In addition, it is to remove locations where things have gotten better.
“I swear that this procedure will have passed parliament and been completed in three months. It is important to declassify places that are no longer considered hardship. In addition to those that have not yet been and should be, the CS stated.
“Some situations have changed and economies improved in particular areas. Now we have rich places existing as hardship areas. They need to be removed so that we give way to some areas that qualify to be termed as such (hardship).”

The minister said by June 2024, the matter will have been dispensed by Cabinet, gazetted and implemented.
Kuria was answering questions from the Senate on the slow pace with which the government is reviewing some areas for classification as hardship zones. He challenged the work of public servants and also the implementation of targeted programs to improve the situation of the areas.
Some of the areas the government has classified as hardship areas for public servants are Baringo, Garissa, Isiolo, Lamu and Mandera sub-counties.
Workers stationed in these areas get a monthly hardship allowance, which varies depending on their job group.
Once this reassessment is done, several teachers will lose the Lucrative hardship allowance that they enjoy. However,, there are some areas that won’t be Scrapped off.
