Deployment Of Secondary School Teachers To JSS. As the government introduces revisions to the national curriculum, thousands of secondary school teachers could be sent to JSS, while others could lose their positions.
This is in response to a plan that was recently rejected by the Ministry of Education to transfer the junior grade 9 year to secondary schools.
Education stakeholders warn that schools with more staff than students may have to consider layoffs and deployment. This is due to the expected fall in secondary school enrollment.
According to Coliins Oyuu, secretary general of the Kenya National Union of Teachers (Knut), this will mostly impact support staff and teachers under contracts with the Board of Management (BoM).
4.2 million students attend secondary schools, according to data the Ministry of Education presented to Parliament in March.
But by the next year, there would be a sharp decline in the number of secondary school students, down to almost 3.3 million.
However, in order to close budget shortfalls in the institutions, the ministry was forced to reduce capitation from Sh22,224 to roughly Sh17,000. This is according to education PS Dr. Belio Kipsang.

Some stakeholders in education predict that if the number of students drops the following year, schools would face severe financial difficulties because government funding is based on student enrollment.
Secretary general of the Kenya Union of Post Primary Education Teachers (Kuppet), Akello Misori, stated that a decrease in the amount of money that parents pay directly for boarding school tuition will further harm the institutions.
Misori has urged the Ministry to make sure that money intended for secondary schools is kept in place even after this year’s candidates go in order to support efficient operations.
While the long-standing teacher shortage that has beset the institutions for a long time may finally have an unusual answer in the form of a declining student population, some stakeholders believe it may even extend to job layoffs.
The secretary general of Knut issues a warning, stating that certain schools may have to fire employees who were employed as a result of the previous years’ high enrolment.
He also made hints that overcrowded schools will have to send some instructors on transfer and assign others to junior schools. This implies that schools with additional personnel will have to provide JSS with information about their extra teachers for deployment.
The Ministry of Education has not yet made available the comprehensive plans for the reorganization. Teachers, parents, and school officials are all confused by this lack of clarity.
