TSC To Pay Listed Teachers Withheld Allowances. Meetings have taken place between the Teachers Service Commission (TSC) and members of the Departmental Committee on Education. It has been agreed that all school administrators who have been appointed in acting capacities for an extended period of time be paid their arrears in allowances.
Principals, head teachers, and acting deputies are some of the important groups that have been taking on the acting positions and getting paid by TSC.
As said by Honorable Julius Melly member of Parliament for Tinderet In his statement to the TSC on the subject, and the chair of the Education committee, voiced worry about the fact that the majority of teachers in the nation have been in the same job for a number of years.
Melly stated that it is a serious issue when a teacher fills in as an acting teacher for more than a year and that it is regrettable that the majority of teachers have to deal with such situations.

Melly thus requested that the teachers service commission take into account elevating the instructors to positions of authority.
However, Honorable Malulu Injendi, who is the Committee Vice Chairperson for this session, requested an explanation from TSC regarding why teachers in acting positions are not compensated for the additional roles they do.
In response to the aforementioned complaint, TSC chief Dr. Macharia acknowledged it and stated that while TSC has indeed assigned administrators to schools in an acting capacity. The reason for nonpayment was due to a lack of awareness of budgetary restrictions.
Macharia went on to say that funding availability is the most important requirement for teacher promotions, among other things.
Macharia defended her stance by saying that the Commission has repeatedly asked the government for budgetary allocation to fund the exercise. Regrettably, due to current economic constraints, it has been granted.
Macharia decided during this same meeting that the TSC has contacted the Salary and Remuneration Commission to authorize the payment of Special Duty Allowance in order to reimburse educators who are acting in their roles.
