TSC Salary Overpayment Loophole Exposed. The Teachers Service Commission (TSC) has come under fire after it was revealed to have paid a staggering Kh466.9 million to retired or deceased teachers.
The documents shown to Parliamentary members reveal that the TSC sent millions of dollars to educators who had either passed away, left their positions, resigned, or fled their jobs.
When the TSC chief executive officer Nancy Macharia was pressed to explain how the commission disbursed such enormous sums of money without realizing that it was paying instructors who were no longer employed, she found herself on the receiving end.

In order to address audit-related inquiries, Macharia had already appeared before the Public Accounts Committee (PAC).
The parliamentarians further demanded that TSC be subjected to a system audit on the payroll to determine whether there were any other losses the commission had made.
In an Audit report for the financial year ending June 2022, Auditor General Nancy Gathungu raised several questions relating to TSC salary overpayment of Sh466.9 million.
The report has also indicated that the commission had other several queries relating to cash losses which must be addressed.
Among the queries raised that TSC must explain include;
- overspending
- unsupported receivable balances
- unexplained decrease in employer contribution to National Social Security Fund and staff pension funds among others.
Responding to queries on overpayment,Dr. Macharia indicated that the amounts had grown over the years as a result of poor reporting systems that were inefficient because of their manual nature.
To correct the errors on salary overpayment, Macharia reported that the commission had developed and was implementing an overpayment policy.

She further indicated that there is development on an online system to improve efficiency in reporting mechanisms between the commission headquarters,TSC field officers and the schools in respect to death, teacher desertion of duty, retired teachers ,those on resignation, report sick leave as well as absenteeism.
She further said that so far the commission had alerted heads of institutions, TSC sub county directors and also the county directors on such overpayment cases .
