TSC Transfer Letters 2026. The Teachers Service Commission (TSC) has published a total of 3,460 promotion letters for teachers it promoted in January this year.
The letters which will be sent to TSC County Directors for printing and issuing to teachers come after a significant number of teachers were listed in the promotion list but were not issued with the letters.
TSC promoted 21,383 teachers and started posting them to schools in January following October 2025 promotion interviews.

Majority of the teachers however haven’t received a cent after they reported to their stations when schools reopened for first term.
Though TSC payroll closed on Thursday 16th April, the Commission has not captured the teachers for salary payment in April payroll.
This is despite receiving an allocation of sh 24.2 billion in the recent supplementary budget to cover for salary shortfalls and teachers SHA contributions
TSC has also not paid majority of teachers it recruited in January. They include intern and replacement teachers.
TSC employed a total of 24,000 junior school intern teachers and deployed them to schools in January.
The Commission employed another additional 9,159 teachers as replacement for teachers who exited teaching service in 2025.
The intern teachers were recruited on a one year internship contract running from 1st January to 31st December, 2026 while the replacement teachers were recruited on permanent and pensionable terms to replace teachers who exited TSC payroll through natural attrition.
The replacements included 7,065 posts for primary schools, 12 posts for junior schools and 2,082 posts for secondary schools.
Both groups are still struggling to get payment of their salaries with arrears for periods worked from January.

The promoted teachers are however likely to receive payment for their new grades after the July budget.
Promotion slots are also likely to go up this year after a pledge by President William Ruto who committed to increase the number of teacher promotions from 25,000 to 50,000 annually.
Speaking during a State House meeting with teachers, Ruto said his government will increase allocation for teacher promotions from sh 1 billion to sh 2 billion yearly.
TSC acting CEO, Eveleen Mitei, already presented a sh 422 budget estimates for consideration by Parliament.
In the budget sh 2 billion are for teacher promotions, sh 7.2 billion for conversion of 20,000 junior school intern teachers to permanent and pensionable terms, and sh 16.5 billion for SHA medical cover.
TSC declared a total of 14,034 teacher promotions in December 2022, 36,275 in September 2023, 25,633 in 2024 and 21,313 in August 2025 bringing the total promotions to 97,255 since President Ruto’s tenure.
