SECURITY AND SAFETY IN LEARNING INSTITUTIONS
Tsc Circular To Principals And Headteachers. Reference is made to the provisions of Safety Standards Manual for Schools, the Commission’s Circular No. 6 of 2017 dated 21/3/2017 and the Circular issued by the Principal Secretary, State Department of Early Learning and Basic Education Ref: MOE.HQS/3/13/3 (88) dated 18th June, 2019 on the above subject matter.
As you are aware, safety, security and welfare of learners as well as effective management of institutional property is an integral component of the teaching and learning process.
To this end, Institutional Administrators are required to take adequate measures to ensure safety of learners and institutional property.
However, it has come to the attention of the Commission that a few Heads of Institution have not only failed to implement the provisions of the Safety Standards Manual for Schools, which is the key policy document governing the welfare of learners in learning institutions but also demonstrated laxity in enforcing compliance with the administrative circulars issued by Government on the subject matter.
In this regard, you are directed to:
a) Take adequate measures to ensure that provisions of the Manual and ALL Circulars on learner safety are enforced without fail;
b) Work jointly with the Ministry of Education field officers and the National Government Administration Officers to maintain safety standards in schools;
c) Enhance supervision of learners to ensure all cases of learner indiscipline/unrest are promptly detected and forestalled. To this end, together with the Deputy Heads of Institution and Senior Masters in charge of boarding programmes, you, are required to be vigilant and remain in school at all times to ensure learners safety.

d) Engage law enforcement agencies in investigating cases of arson and indiscipline in schools with a view to recommending administrative and legal action to the perpetrators.
The Commission shall take firm disciplinary action against those found to have flouted the guidelines stipulated in the Manual, in accordance with the provisions of the Code of Regulations for Teachers and the Code of Conduct and Ethics.
