TSC July Phase 2 Payrise Implementation 2024. Teachers employed by the Teachers Service Commission (TSC) will receive a pay raise in July, along with other public employees.
Starting July 1, government employees and teachers will enjoy a seven to 10 percent pay increase. This follows President William Ruto’s statement on Friday, June 30, at the Kenyatta International Conference Centre (KICC), that public servants must be protected from the harsh economic situation.
“I am aware that the SRC has increased the salary of a large number of public employees, including government officials. Ruto stated at the introduction of the new e-citizen platform.
“As a result, we have decided that starting tomorrow, the pay of our teachers, police officers, military personnel, and government employees will be increased by 7 to 10%.”
The President also asked the SRC to postpone any pay increases for State officials, including himself, his deputy Rigathi Gachagua, the Cabinet, and Principal Secretaries, stating that issues could wait.

The SRC suggested raising Ruto’s compensation from Sh1,443,750 to Sh1,546,875 and his deputy’s salary from Sh1,227,188 to Sh1,367,438 beginning July 1.
Other State authorities set to get the 7% salary raise were the Inspector-General, the Director General of the National Intelligence Service, the Attorney General, the Head of the Public Service, Cabinet Secretaries, Principal Secretaries, and the Secretary to the Cabinet.

However, the head of state rejected the request, stating that salary parity must be achieved before the rise can be enacted.
I’ve directed the SRC to provide us with global best practices till July, as we need to reduce the gap between all of us who work for Kenyan residents before then.
The wealthy cannot earn 100 times more than the poor because we all live in the same country. The president remarked that the salary increase will have to wait until the compensation committee confirms that the country has passed the compression formula barrier.
After experiencing pay delays earlier this year, civil servants can now breath in relief, as the government said that it was in desperate need of finances and had nowhere else to turn.
“I understand there was an issue with our salaries being delayed. Not only are we receiving our income late for the first time in history, but our obligations are also significant.

“I want to reassure the nation that it is being managed,” stated President Ruto. “I can only assure the country of one thing: we will not take out loans to finance ongoing expenses such as salaries.
Kenya’s government agrees with this assessment. Teachers and other public employees will, however, receive a 1.5% cut from their gross pay on their July pay stubs.
The savings will go to the housing fund. This is still the case, despite the fact that senator and activist Okiya Omtatah of Busia, the Law Society of Kenya (LSK), and three other parties filed a High Court lawsuit, securing orders to halt the execution of the Finance Act 2024 until their arguments were considered and adjudicated.
LSK seeks that the Act be declared illegal in their case, claiming that the bill is unconstitutional and that Members of Parliament broke the law, specifically the regulations governing public participation.
On Monday, June 16, President William Ruto signed the Finance Bill 2024 into law, following its adoption by the National Assembly.
Regardless of the court order, the Kenya Kwanza government has decided to persevere with its implementation.
