Teachers To Move From C4 To D1. The Teacher Service Commission (TSC) has received a proposal from the Kenya Union of Post Primary Education Teachers (KUPPET) that would abolish the grade C5 cadre. It will do away with post-primary teacher salaries, and conduct CPG reviews.
According to KUPPET, this change will provide teachers the chance to go from C4 to senior management positions.
Additionally, KUPPET has requested that TSC assign senior D4 instructors to non-administrative positions. This is even in the absence of a promotion to school administrator.
After their meeting with the TSC in Naivasha, KUPPET addressed the media and stated that the primary objective of the discussion was to address the teachers’ complaints. The complaints were on the most recent promotions.
This included the more than 50,000 teacher promotions that occurred between May of the preceding year and the March 2024 postings. This were the most recent.

After receiving several concerns, TSC granted KUPPET’s request to review the Career Progression Guidelines (CPG).
As per KUPPET, the current CPG is the reason behind the stagnation of teachers. At the meeting, it was decided to create new standards for professional progress, which will entail compiling information from public participation.
It was also stated that since 2017, a number of teachers had not received promotions. This issue was settled during the Naivasha summit when it was decided to implement new measures starting in June 2024.
According to Misori, the newly published regulations guarantee quicker career growth by reducing the time required for advancement.
