Teachers In C4 To Take Administrative Positions. Teachers in primary school classes C3 and C4 are engaged in a violent conflict. When head teachers retire in July 2024, they both hope to take their places.
After reaching retirement age, thousands of principals and heads of secondary schools will retire in two months.
Furthermore, 1,025 school heads will be let go by the Teachers Service Commission (TSC) as their two-year contracts expire in July.
After they reached the statutory retirement age, the Commission has 1,594 head teachers and principals under contract as of 2020.
According to Dr. Nancy Macharia, CEO of the Commission, the school heads will be discharged to make room for new hires.
However, Macharia stated that because of the stability of the schools, the Commission will keep 569 of the school heads whose contracts have been extended through December 2022. The TSC replaced the Schemes of Service (SoS) with the Career Progression Guidelines (CPG) as the system for assessing teachers following a work review in 2016.
TSC divided senior teachers into two groups and sent them to primary schools. Senior Teacher I (T-Scale 8) is known as grade C3, while Senior Teacher II (T-Scale 7) is also referred to as grade C2.
In primary schools, Grade C2 is an entry grade into the administrative cadre.
These C2 teachers move to grade C3 after completing three years.
On the other hand grade C4 teachers also known as Deputy Headteacher II (T – Scale 9) are deputy headteachers.

Both C3 and C4 teachers are eligible to succeed the retiring school headteachers owing to the vast experiences they have gained in running schools.

In September last year TSC advertised mass recruitment of school administrators for primary and secondary schools and teacher training colleges as well as field officers.
They included Principal, Deputy Principal II and III, Curriculum Support Officer I and II, Senior Lecture I and II, Senior Master II, III and IV, Secondary Teacher I and II, Headteacher, Deputy Headteacher I and II, Senior Teacher I and II, Primary Teacher I.
Applicants were required to upload the following documents during application;
- Letter of appointment to the current grade
- Letter of appointment to the current responsibility
- Certificate of good conduct from Directorate of Criminal Investigations
- Clearance certificate by Higher Education Loans Board (HELB)
- Clearance application from Ethics and Anti Corruption Commission
- Clearance certificate from a Credit Reference Bureau (CRB)
- Tax compliance certificate from Kenya Revenue Authority (KRA)
