TEACHERS SERVICE COMMISSION ACT (Cap. 212)
IN EXERCISE of the powers conferred by section 47(2) of the Teachers Service Commission Act, the Commission makes the following Regulations–
TEACHERS SERVICE COMMISSION CODE OF REGULATIONS FOR TEACHERS (AMENDMENT) REGULATONS, 2026
(1) Conditions for registration of Teachers
A person shall be eligible to be registered as a teacher if the person-
(a) is of good moral character;
(b) holds relevant academic and professional qualifications from a training institution recognized in Kenya; and
(c) meets the requirements for registration set by the Commission.
(2) Diploma in Early Childhood Teacher Education (DECTE)
A person qualifies for registration as a teacher in Diploma Childhood Education (DECTE) if the person
(a) holds a Diploma in Early Childhood (DECTE); and
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent; or
(c) obtains a minimum mean grade of C(Minus) at KCSE or equivalent for applicants registered as Persons with disability
(3) Diploma in ECDE (Montessori Curriculum)
A person qualifies for registration as a diploma teacher in ECDE (Montessori curriculum) if the person
(a) holds a Diploma Certificate in ECDE (Montessori Curriculum); and
(b) obtain a minimum grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent.
(4) Diploma in Primary Teacher Education (DTE & DPTE)
A person qualifies for registration as a diploma teacher in Primary Teacher Education (DTE, & DPTE) if the person
(a) holds a Diploma Certificate in Teacher Education- Primary (DTE &, DPTE); and
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent; or
(c) obtains a minimum mean grade of C(Minus) at KCSE or its equivalent for applicants registered as Persons with disability.
(5) Diploma in Secondary Teacher Education (DSTE)
A person qualifies for registration as a diploma teacher in Secondary Teacher Education (DSTE) if the person
(a) holds a Diploma Certificate in Secondary Teacher Education;
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent;
(c) and obtains a minimum mean Grade of C+ (Plus) in two teaching subjects; or
(d) obtains a minimum mean grade of C (Plain) at Kenya Certificate of Secondary Education or its equivalent and C (Plain) in two teaching subjects for applicants registered as Persons with disability.
(6) Diploma in Secondary Education
A person qualifies for registration as a diploma teacher in Secondary Education (DE) if the person
(a) holds a Diploma Certificate in Education;
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent; and
(c) obtains a minimum mean grade of C+ (Plus) in one teaching subject; or
(d) obtains a minimum mean grade of C (Plain) at Kenya Certificate of Secondary Education or its equivalent and C (Plain) in one teaching subject for applicants registered as Persons with disability
(7) Diploma in Technical Teacher Education (DTTE)
A person qualifies for registration as a diploma teacher in Technical Teacher Education (DTTE) if the person-
(a) holds a Diploma Certificate in Technical Teacher Education;
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent; and
(c) obtains a minimum mean grade of C+ (Plus) in related two STEM teaching subjects; or
(d) obtains a minimum mean grade of C (Plain) at Kenya Certificate of Secondary Education or its equivalent and C (Plain) in two STEM teaching subjects for applicants registered as Persons living with disability
(8) Diploma teacher in Counselling Psychology
A person qualifies for registration as a diploma teacher in Counselling Psychology if the person
(a) holds a Diploma Certificate in Counselling Psychology from a recognized institution;
(b) holds a Diploma Certificate in Technical Education from a recognized institution; and
(c) Obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent.
(9) Diploma in Adult and Continuing Teacher Education (DACTE)
A person qualifies for registration as a diploma teacher in Adult and Continuing Teacher Education (DACTE) if the person
(a) holds a Diploma Certificate in Adult and Continuing Education; and
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent.
(10) Diploma in Special Needs Education (DSNE) (primary option)
A person qualifies for registration as a diploma teacher in Special Needs Education(primary option) if the person
(a) holds a Diploma Certificate in Special Needs Education;
(b) Obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent;
(c) Obtains a minimum mean grade of C(minus) in Kenya Certificate of Secondary Education or its equivalent for applicants registered as Persons with disability
(11) Diploma in Special Needs Education (DSNE) (Secondary option)
A person qualifies for registration as a diploma teacher in Special Needs Education (secondary option) if the person
(a) holds a Diploma Certificate in Special Needs Education;
(b) Obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent;
(c) Obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in any of the following teaching subjects-English/Kiswahili/KSL; Math/Biology and any Arts/Science/Technical; and
(d) Specialize in an area of disabilities under Age-based pathways
(12) Diploma in Education for Visually and Hearing impaired (primary option)
A person qualifies for registration as a diploma teacher in visually and hearing impaired (primary option) if the person
(a) holds a Diploma Certificate in visually and hearing impaired;
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent;
(13) Diploma in Education for Visually and Hearing impaired (secondary option)
A person qualifies for registration as a diploma teacher in visually and hearing impaired (secondary option) if the person
(a) holds a Diploma Certificate in visually and hearing impaired;
(b) obtains a minimum mean grade of C (Plain) in Kenya Certificate of Secondary Education or its equivalent;
(c) Obtains a minimum mean grade of C plain or its equivalent in Kenya Certificate of Secondary Education in any of the following teaching subjectsEnglish/Kiswahili/KSL; Math/Biology and any Arts/Science /Technical;
(d) Has at least one teaching subject being undertaken in age based pathway
(14) Bachelor of Education in Early Childhood Degree;
A person qualifies for registration as a graduate teacher in Early Childhood Education if the person
(a) holds a Bachelor of Education in Early Childhood Degree; and
(b) obtains a minimum of Grade C+ (Plus) and above or its equivalent in Kenya Certificate of Secondary Education.
(15) Bachelor of Education (B.Ed) SNE (Primary option)
A person qualifies for registration as graduate teacher SNE Primary if the person
(a) Holds a Bachelor of Education (Special Needs Education) SNE) Primary option Degree;
(b) Obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education;
(16) Bachelor of Education (B.Ed) SNE (secondary option)
(a) Holds a Bachelor of Education (Special Needs Education) degree
(b) Obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education;
(c) Obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in any teaching subject
(d) Specialize in at least one area of disabilities at Age-based pathways
(17) Bachelor of Education (B.Ed.) (Science)/ Bachelor of Science with Education (BSE)
A person qualifies for registration as a graduate teacher -Bachelor of Education Science if the person
(a) holds a Bachelor of Education Degree (B.Ed.) (Science) or Bachelor of Science with Education (BSE) Degree;
(b) obtains a minimum Grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education; and
(c) obtains a minimum Grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in two teaching subjects.
(18) Bachelor of Education Degree (B.Ed.) (Arts) or Bachelor of Arts with Education Degree (BAE);
(a) holds a Bachelor of Education Degree (B.Ed.) (Arts) or Bachelor of Arts with Education Degree (BAE);
(b) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education; and
(c) obtains a minimum mean Grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in two teaching subjects.
(19) Bachelor of Science in Agricultural Education and Extension (AGED):
A person qualifies for registration as a graduate teacher if the person-
(a) holds a Bachelor of Science in Agricultural Education and Extension (AGED);
(b) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education; and
(c) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in Biology, and Agriculture,; or
(d) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in biology and either chemistry, physics or geography, or their equivalent.
(20) Bachelor of Education in Technology
A person qualifies for registration as a graduate teacher – Bachelor of Education in Technology – if the person
(a) holds a Bachelor of Education in Technology Degree;
(b) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education; and
(c) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in two technical subjects.
(21) Bachelor of Technology Education/ Bachelor of Education (Technology)
A person qualifies for registration as a graduate teacher if the person
(a) holds a Bachelor of Technology Education/Bachelor of Education (Technology) Degree;
(b) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education; or
(c) obtains a minimum mean Grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in one Technical subject;
(22) Bachelor of Arts or Bachelor of Science with PGDE
A person qualifies for registration as a graduate teacher if the person
(a) holds a Bachelor of Arts or Bachelor of Science Degree;
(b) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education;
(c) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in two teaching subjects; and
(d) holds a Post Graduate Diploma in Education (PGDE)
(23) Bachelor of Arts or Bachelor of Science with PGDE
(a) holds a Bachelor of Arts or Bachelor of Science Degree;
(b) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education;
(c) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education in two teaching subjects; and
(d) holds a Post Graduate Diploma in Education (PGDE)
(24) Bachelor of Education in Home Science or Physical Education, Music and Dance or Film and Theatre or Fina Arts or Sport and Recreation or ICT
A person qualifies for registration as a graduate teacher if the person
(a) holds a Bachelor of Education in Home Science or Physical Education,; Music and dance; or Film and Theatre; or Fine Arts; or Sports and Recreation or ICT
(b) obtains a minimum mean grade of C+ (Plus) or its equivalent in Kenya Certificate of Secondary Education;
(c) obtains a minimum mean grade of C+ (Plus) or its equivalent in the respective teaching subjects in the Kenya Certificate of Secondary Education
(25) Bachelor of Education Guidance and Counselling Degree;
A person qualifies for registration as a graduate teacher- Bachelor of Education Guidance and Counselling if the person
(a) holds a Bachelor of Education (Guidance and Counselling) Degree; and
(b) obtains a minimum mean grade of C+ (Plus) and above or its equivalent in Kenya Certificate of Secondary Education.
(26) Kenyan Nationals with foreign qualifications
A Kenyan National with foreign qualifications qualifies for registration as a teacher if the person has
(a) Academic certificate(s) duly equated and recognized by the relevant statutory body;
(b) Professional education certificate(s) duly equated and recognized by the relevant statutory body; and
(c) meets the qualifications set out in this regulations
(27) Foreign Nationals with foreign qualification
A foreign National with foreign qualifications qualifies for registration as a teacher if the person has
(a) Academic certificate duly equated and recognized by the relevant statutory body;
(b) A professional education certificate duly equated and recognized by the relevant statutory body;
(c) Registration Certificate as a Teacher from their jurisdiction of training;
(d) Authorization Letter from the Ministerial Vetting Committee; and
(e) Valid work permit.
28) Other considerations for teacher registration
A person qualifies for registration as a graduate teacher if the person
(a) attained a Mean grade of C plain in KCSE and did a diploma in secondary teacher education in one or two teaching subject which they scored a minimum mean grade of C+ plus and proceeded for a degree in Education course in same subjects;
(b) attained a Division Two in KCE and did A level with subjects where they scored above credit in KCE and at A level got 1 principal and I subsidiary and proceeded to do a diploma secondary teacher education in one or two teaching subject qualified in A level and proceeded for a degree in Education course in same subjects
(c) Has h diploma or degree in education for Agriculture and biology but had not studied Agriculture at KCSE Level, biology will be considered if he/she score a C+ in the subject for registration;
(d) Has a diploma or degree in education for Computer studies /Business Studies but had not studied at KCSE Level, Mathematics will be considered if he/she scored a C+ in the subject for registration;
(e) Has a diploma or degree in Music but had not studied at KCSE Level, English or Kiswahili or Physics or Arts or design are considered if he/she scored a C+ in the subjects;
(f) Has a diploma or degree in Physical education (PE) but had not studied at KCSE Level, Biology and Mathematics are considered if he/she score a C+ in the subjects;
(g) Has a diploma or degree in Art and design but had not studied at KCSE Level, Biology or mathematics are considered if he/she score a C+ in the subjects.
(29) Transitional clause for registrations
Notwithstanding the provisions of these Regulations-
(a) A person who, had met the requirements under Legal Notice 196 of 2015 prior to enactment of this Regulation shall be eligible for registration as a teacher
(b) such eligibility shall be subject to the Applicant satisfying all other requirements for registration prescribed under Legal Notice 196 of 2015
